Richard Ziman is Chairman of ePAVE, LLC, the manufacturer of a new generation of a polymer based micro surface pavement product. He is also the Co-Founder and Chairman of Rexford Industrial Realty (NYSE Symbol: REXR), one of Southern California’s leading owners and operators of infill industrial real estate and is the Founding Chairman of AVP Advisors, the exclusive advisor of American Value Partners, an institutionally funded $400 million real estate fund-of-funds.

KLARA MORADKHAN

CO-FOUNDER AND CHIEF EXECUTIVE OFFICER

A pioneer in her field, Klara Moradkhan is a leading-edge entrepreneur in environmentally-sound pavement and next -gen polymer. She has a degree in computer engineering and computer sciences as well as advanced training in applied mathematics. Ms. Moradkhan is unique in the industry – an expert strategist who has managed a wide range of business disciplines including finance, sales, advanced testing protocols and the development of environmental pavement preservation products that are disrupting the industry. Her clients include municipalities, airports, theme parks and various governmental agencies as well as the private sector.

As ePAVE’s Technical Director, Rick Otto is a key driver of product innovation and proprietary development and is responsible for its ongoing testing and refinement programs. For over two decades, his career has spanned a wide range of roles and deep expertise in the pavement industry in areas of practical application and research and development – providing both lab and field perspectives. He is considered one of the pre-eminent experts in the pavement restoration and preservation sector and continues to develop ePAVE’s proprietary technology.

Andre Boutros retired from public service in December 2014, after more than 30 years of direct involvement in the development and preservation of California’s transportation infrastructure, with extensive focus on program and project delivery, and transportation policy and finance.

Susan Estrich is a partner at Quinn Emanuel Urquhart & Sullivan, LLP, the Robert Kingsley Professor of Law and Political Science at the University of Southern California, a syndicated columnist with Creators Syndicate, and a contributor to Fox News. As a student, she was the first woman President of the Harvard Law Review and the chair of the Women’s Law Association’s Task Force on Placement.

Prior to his position as Principal-in-Charge at Parsons, Basem Muallem had 32 years of experience as a Caltrans employee working in Design, Operations, Surveys, Maintenance, Program/Project Management, and Right of Way. He served as the Caltrans District 8 Director for 3 years, the Deputy District Director for Program/Project Management and Right of Way for 4 years, Interim HQ Division Chief for Maintenance for 5 months, along with other positions for 24 years at the District.

Dr. Erol Tutumluer is a Professor specializing in Transportation Geotechnics in the Department of Civil and Environmental Engineering (CEE) at the University of Illinois at Urbana-Champaign (UIUC). Professor Tutumluer holds Paul F. Kent Endowed Faculty Scholar and serves as the Director of International Programs.
