Director, External Affairs
As ePAVE’s director of external affairs, Lisa Kalustian brings more than two decades of experience in communications and public affairs, political and regulatory matters, and legislative advocacy, as well as executive search and talent solutions. An accomplished strategist, Ms. Kalustian has been a trusted advisor to top-level leadership, including corporate presidents and two California Governors.
While serving in senior policy, media relations and communications, and external affairs positions and in her public affairs consulting practice, Ms. Kalustian’s broad portfolio has included land use, transportation, environmental, climate change and clean energy issues.
She is also partner and director of external affairs for Brookhurst Development Corp, a real estate financing, development and consulting firm that is one of the foremost authorities on the full range of alternative project delivery methodologies for public facilities. Previously, she served as vice president of public affairs for western region of the Fortune 200 health insurance company Health Net, Inc, (NYSE: HNT).
Ms. Kalustian has a master’s degree in public administration from the University of Southern California and a bachelor’s degree in psychology, Phi Beta Kappa, from the University of California at Los Angeles. She also is a graduate of the Coro Fellows Program in Public Affairs, one of the top public affairs leadership training programs in the country.
Currently, she serves on the boards of directors of the advocacy organization Armenian Assembly of America and the $50M endowment fund for the Western Diocese of the Armenian Church. She is a member of the President’s Club for Technolink Association, a Southern California resource center for emerging and start-up companies. Previously, she served on the board of Coro Southern California and as a gubernatorial appointee on the California Board of Psychology.
